many of developers is saying put a license on this. Well I kind of agree to this. This is a great mod and well well deserved respect for creating this and would HATE to see someone misusing it in the wrong way

By default it's all rights reserved, with the caveat that people are allowed to fork for purposes of PR on github (due to github TOS)

Whilst annoying, as long as PR contributors sign a CLA (Contributor License Agreement) assigning the copyright to RWTema, it can stay in this state indefinitely, and whilst the source is visible, RWTema still has most of the rights they did previously.

That said, even adding a license that says "All rights reserved" helps to avoid ambiguity.
