Graphstream, Java 17 and Arangodb #103

Bring develop branch up to date with the new features. Most notably these include:

java 17 and gradle 7.3 update
switch to Arangodb
switch to Graphstream (instead of y library)
addition of content limitation feature
addition of efficient requests that speed up loading of graph/cover pages
addition of several new OCDA
addition of github actions for WebOCD tests
bug fixes
