[ENH] User whitelist #39

  1. Motivation - If a list of users which agree to the usage of the proxy is known/collected, it should be possible to use this list as a whitelist in the proxy, i.e. only data of the users on the list is sent to MobSOS and the Learning Locker.
  2. Specification - A CSV containing emails is given as a whitelist.
  3. Finalised state - Only data which corresponds to a user on the whitelist gets processed.
