[ENH] Add assignment of courses to stores #45

The sections for an enhancement issue are:

  1. Motivation - It would be nice if the data proxy owners could make it so that the xAPI statements coming from a specific course be stored in a specific store.
  2. Specification - A REST method should be implemented that allows the proxy owners to make the assignment of courses to stores.
  3. Finalised state - The aformentioned REST method is implemented.
