add nn.stft #256

I ignored all other layers from signal_processing for now, we can add them gradually when needed.

As a generic comment: I'm not sure we will keep the auto-generated layer wrappers, as all the functions in the new frontend API will be explicitly defined, and might not 100% follow the current function and arg names (although still closely follow it).
