I don't think this is a rectangle bug, but my use of Rectangle is affected, due to familiar issues with Accessibility permissions.
What else can I check. I force rebooted, and noticed the issue then. I've rebooted again normally for good measure. I'm able to click the + in the Privacy & Security > Privacy > Accessibility setting as Rectangle asks for, and links to, however when I select Rectangle to add to the blessed apps, it does not appear in the list of apps allowed Accessibility access.
