Bump GitHub action versions #837

Building on the fine work by @Aaron-Rumpler in #812 - this bumps the actions to @v3 major versions.

Also regenerated the Build button using GitHub's own "Create status badge" UI, which adds a URL to make button link to workflow run log page.

No dramas @rxhanson - I'm not a macOS developer - period, but Rectangle is hands down one my essential apps on any new macOS install - use it all the time. So happy I could help out in a very small way! 😄
