Thanks for the feedback. Unfortunately this is not possible due to macOS limitations. The closest thing you can currently get is to have a window show a screen capture of another window, and that's not functionality that I have plans to add at this time.
Damn, working in Xcode there is an option to have the iOS emulator on top of all other windows. Could this be leveraged?
Activity monitor has something similar too, can keep cpu usage in front of other apps.
An app can float a window that belongs to itself, but not other windows. For example, Rectangle Pro could float its settings window, or it could float its own window that contains the screen capture of another window. This is really commonly requested. You could file feedback with Apple to provide this capability, and with enough people reporting it perhaps they would make a change.

The stash feature is great for working on a laptop screen, it would be game changing to have it always on top. That way you could have your main window maximised and anytime you need to reference just bring up the stashed window and keep working..
Not sure if MacOS will play nice with this but that would be a killer feature.
