The developer will be responsible for creating a new ticket POST call.

Acceptance criteria:

• [ ] It is done when a #create query selector exists
• [ ] It is done when a handleClickEvent function exists
• [ ] It is done when an event listener is attached to the #create button, and dispatches the handleClickEvent function
• [ ] It is done when the page does not reload
• [ ] It is done when a fetch call is made to "/api/ticket/" with the form input data sent as the body of the request.
• [ ] It is done when on successful response from the server, the user is taken to "/ticket/:id" where ":id" represents the newly created ticket
• [ ] It is done when on a failed response, the user is informed of the error.
