Unwanted conversion (error)

1) Through "Measurement Protocol (php)", see full call below:
tr=11.19&cu=EUR

2) Admin View Settings is set as
Currency displayed as: "EURO"

But, Revenue shown is €12.28

Why is this conversion done? (looks like a USD/EUR conversion)
What do I do wrong?
