Can not change the Per-user limit quota

Issue summary:

I can not change the Per-user quota limit in the Google Developer Console.  I 
understand that the limit is 10.  My limit is currently set to 1.  When I click 
the edit button and change to 10 and click save I am presented with and error 
and the value is not changed.

Steps to reproduce issue:
1. Go to Google Developer Console. Choose appropriate project, and go under 
Quotas Tab

2. Click edit button next to per-user tab. Change from 1 to 10 and click save.

Expected output:
What do you expect to see after performing the above steps?

My Per-user limit changed to the value I entered

Actual results:
What do you actually see after performing the above steps?

An error stating:
The user request is invalid. Please check your URL and try again.

Notes:
