'cannot' rules using meta_where expressions are not inverted #845

When having meta_where conditions, the resulting sql doesn't have the conditions inverted. In case of merges with straight hashes, the sql resulting from these straight hashes isn't inverted etiher.

Given that PRs now automatically get their own issues, I think we can close this one and use #847?

Dear submitter, Since cancan/raynB hasn't been active for more than 6 months and no body else then ryam himself has commit permissions the cancan project is on a stand still. Since cancan has several issues including missing support for rails 4 cancan is moving forward to cancancan. More details on: #994
