Use mine-types < 3 for Ruby 1.9 support #123

I fix build error on CI.

Why build error is occured?

mime-types gem has required Ruby 2.0 or higher from version 3.0.

Thanks for the pull request but I think it's time to drop support for ruby 1.9.

I think I'll remove it from travis ci.
