perform_deliveries is false by default in development, but letter_opener requires it to be enabled.

@andyw8 hmmm, this was changed in Rails 4? I don't remember I had to set it to true in 3.2...

Ah, I'm mistaken. My app is based on this repo, but it looks like the config has been modified from the defaults.
