problem with starting webgoat on tomcat #65

I am getting the following error when I use the link 
"http://localhost:8080/WebGoat-5.4" Please help me out in solving this.

HTTP Status 403 - Access to the requested resource has been denied

type Status report

message Access to the requested resource has been denied

description Access to the specified resource has been forbidden.

Have you added the WebGoat required users to the tomcat-users.xml file?
