[Suggestion] Delay between broadcasts #10

Add a configurable delay in seconds between broadcasts (bossbar, actionbars...)

There is a delay between the actionbars although adding one for the bossbars would be a good idea.

Delays for the bossbar will be more complicated than originally intended. It will take a bit more time.
