Make audio / system beep work on boot #1

Right now we just boot into bootsplash, and even though audio should be wired, we don't get a system boot beep.

This may just be blocked by #2, because the bell function isn't called until the end of Autostart ROM RESET: https://retrocomputing.stackexchange.com/a/16773
