Move language files to new repo

We need to remove the language files from the fcms repo and move it to a new fmcs-languages repo.

• Bring in all the language files from the launchpad site into the new repo.
• Close down the launchpad site and move to poeditor site instead, it integrates with github better.
• Create documentation on how to update the language info
• Create documentation on how to use a different language from the new repo
