Add support for receiving and/or reviewing images from mobile team? #5

The mobile team will handle review of images and post them directly to a container, and the container will publish / relay the new status to 1k-commander.

OR

The mobile team will post to 1k commander, and 1k commander will distribute the data to a random container.

Accept a PNG POST to the 1k-commander. Return the resulting container url.

Claim works the same way, but without sending a png. Ownership is cached.

Establish a known public URL for this endpoint.
