New factory button doesn't reset tier/upgrade

To reproduce:

• Start a new factory
• Level it up
• Click New again
• Confirm it's okay to discard changes

You'll get a new blueprint, but the factory level will still be how you set the previous factory to be, not (0, 0) like a new factory is.
