It's difficult to get python-zibopt installed.  Work the ZIB folks to make
it installable via setuptools.

0.5 will have new, more complete installation docs and remove the dependency on
ZIMPL.  It's not ideal yet, but this will get us to beta.

0.6 has it about is good as we can get it for now.  ZIB folks are releasing .so 
and header files later this year, so it will become simpler then.
