The first draft of section IV.16 #172

Finally! These last sections where a bit hard to proofread for me because I did not have the background (especially on regular and quasi-regular immersions). Also, it seems even in the original there is some confusion as to which "p" and "q" get bolded in section 16.11, but I did my best to parse them.

Just more 725 pages to go (for part IV)!
