When setting this option on it works like it’s supposed and reduces 1 row. The thing is any app installed afterwards shows up on top of the dock. Must be missing some code so when installing new apps it assumes minus 1 row and place the icon on the right place. Tested on iPhone 8 iOS 13.4 and 13.5
