What does this do?

Adds a text shadow to the town name on the homepage to make it show up better against light background images.

How was this tested? Did you test the changes in the compiled .html file?

Built locally and verified the changes.

Is there a GitHub Issue that this is resolving?

I think it might be better to add a brightness to the filter, I worked on this on the dalle2 branch
