Remove-getters #769

What does this do?

Removes the CreateTownBiome function which had a lot of duplicated code, as well as the getter for demographic percentiles, which fixes a long standing issue with racial editing

How was this tested? Did you test the changes in the compiled .html file?

Tested in browser
