Add Copyright PDF to Attachments #187

This PR:

Allows the copyright PDF to be downloaded with the attachments
Gets submissions by venue ID instead of invitation (avoids fetching non-accepted papers)
Avoids crashing when no PDF is present (occurs when the ARR PDFs are not migrated and the authors have not yet uploaded their camera-ready revision)
