Update: Webpack, babel, eslint, react, react-router… #124

This PR updates almost every package to current versions, and then deals with fixing the issues that come about due to the updates.

Update babel and switch to the env preset
Update eslint and use the wp-calypso plugin & react config
Ran codemods and eslint --fix to help upgrade, installed calypso-prettier to enforce code standards
Update React to v16, which requires updating a lot of other packages including the query-components.

Tests mostly stay the same, but might be migrated to jest in another PR.

To do:

[x] Add note to readme about required node version (8.9.1)
[x] Fix scroll position after changing the page (was using a react-router middleware, deprecated now)
[x] Check on FocusHandler (was another middleware)
[x] Fire Jetpack tracking event on route
[x] Fix "Nothing Found" on all pages
[x] Fix preview of unpub'd post
