Add child theme instructions #64

A traditional child theme isn't really possible, but an interested user could at least change the CSS if they want, so let's add info about this to some documentation.

Now that core has custom CSS, there isn't any point to child theming Foxhound, it would make more sense to fork the theme to customize it.
