We can't ask people to submit rule edits if they don't understand how the rules work

I transcribed what you wrote in an email to the Wiki, but I really need you to finish that job.

We can't really open the review period until this one is complete. Can you wrap up the remaining details?

In particular, we need an explanation for the meaning of ?, and what it means when there's no mapping, e.g.

I can edit the writing if you can begin it well enough for me to understand.
