Add a "new .proto file" wizard #215

Currently, the only way to create .proto files is through Eclipse's generic 
"Create New File" wizard.

It would be nice if the proto editor had its own wizard. Also, the new wizard 
can by default insert "syntax = 'proto2';" in the created .proto files.
