MacVim displays scrollbar when they aren't needed #289

What steps will reproduce the problem?

Open up MacVim. Type some text

What is the expected output? What do you see instead?

There shouldn't be any scrollbar unless you've typed too much text so that it 
doesn't fit the window anymore.
Instead, MacVim always displays a scrollbar. The scrollbar lets me scroll "too 
low", so that I can see a screenful of "tilde" (blank lines), which makes no 
sense.

What version of MacVim and OS X are you using (see "MacVim->About MacVim"
and  "Apple Menu->About This Mac" menu items, e.g. "Snapshot 40, 10.5.6
Intel")?

MacVim Version 7.3 (53)
MacOS X 10.6.4 Intel

This is how Vim was designed.  I am not going to change it for MacVim.
