Wait list issues #127

Student on wait-list does not get moved to admitted students when admitted by staff.

Found that there was a transaction error (probably insufficient funds), the system prevented the student from moving off of the wait list but there is no indicator that there was a transaction issue.

Reworked wait list to show an intermediary step of pending during processing of the payment. If there is a payment error the list will show that there was an error.
