admin registration problem #136

tried to add a student to a class with admin registration. wouldn't allow saying student was already enrolled. then enrollment loaded with a different student.

modified code to allow admin registrations when students has partially registered. commit - 257278be12838c7688d7454a6b263268c7036da7
