However, in Germany and Malta, the courts are coded as part of a hierarchy (in_hierarchy = 1) of which it's on top (court_level = 3). This goes not only for the national constitutional courts, but also for the Constitutional Court of Hesse in Germany.
Are the constitutional courts in Germany and Malta really fundamentally different from all other member states with constitutional courts, or is this a mistake?
