add draft of material for Friday #20

I'm not familiar with the qmd setup you're using. I have created some Julia code including basic reproducibility setup. For the summer school, it could probably be enough to use the generated markdown document material/5_fri/optimizing_julia/optimizing_julia.md (and link to the other stuff?).

This is just some rough basic material I will use as a starting point. It covers some of the aspects asked for in https://github.com/s-ccs/summerschool_simtech_2023/issues/15. My plan is to begin with this stuff, let people work with it, and then let the participants decide where to go next.
