This pull request proposes a conception of the ObservableRepository - a Repository which implements an Observable interface.

declared two new utility classes: Observable and Observer;
declared the ObservableRepository interface;
implemented ObservableRepository interface for all SQLAlchemy-based repositories;
implemented ObservableRepository interface for an in-memory implementation of ThingRepository.
