Implemented the component which allows everpl hubs (devices running everpl) to be discovered in local networks

hub discovery is based on Zeroconf protocol;
python-zeroconf library was used as a Zeroconf implementation;
created a new class of API Providers - LocalDiscovery API provider;
added the new section to configuration files - 'local_discovery' section in API configuration block;
updated project dependencies - added a dependency to the 'zeroconf' library;
wired everything together in Controller.
