We believe that this issue is NotInScope. We believe that since page breaks need not be optimised and this current page break does not hinder the reader, it is not of a high priority to be fixed for v1.4.

Reason for disagreement: While the page breaks need not be optimised, it refers more to the general layout of the UG/DG, ie it is okay for the guides to have lots of empty space due to excessive use of page breaks to split sections, as long as each section is readable and clear.

However, having a user story split between pages is NOT a mere issue of optimisation - it makes it much harder to read the user story, as a developer would need to scroll between pages/flip between pages to read the entire user story, making it harder to retain all the information pertinent to the user story.
