I realise that the latest version of the Windows installer defines $TPD_LOCAL
to point into the user's area of the installer's account.
If the user works from an account without root privileges and installs the tool
from the root account (which is a requirement) it ends up with a $TPD_LOCAL
pointing to the root account. This is not usable.
