Command line options #148

There is "toped -help" on command line. More conform to the relevant
platform will be the use of "toped --help or toped -h" on UNIX and
"toped /?" on Windows. 
Also  --version info is missing

getopt_long from unistd.h would be the standard-tool for this ..
