Copy the stream listener code from here and integrate it into this repo.

Copy the migrations to the NOTES.md file.
In the tweet parser, we can keep the shared helper methods, but use different methods for parsing stream tweets vs timeline tweets.
Move the stream listener into the jobs dir.
