Problem:

System to discard keywords without answer from npcs.

Points to cover

What technologies should use (e.g. relational db)?
Who should control what it keeps (e.g. user approval, automation)?
What special concerns should we have?
How do we maintain it?
Do we integrate with already existing search mechanism?
If so, how do we integrate?

Could you please give an example of how this affects you?
I am not completely sure how to interpret the problem. Do you want to remove keywords from the hotkeys.json? or in client?
