Try to get test/cflags/gyptest-cflags.py to run on non-Linux for ninja #360

Currently test/cflags/gyptest-cflags.py for ninja is enabled only for Linux.

Try to get it to run at least on Mac, where the concept of CFLAGS etc. env 
variables makes sense as well.
