Create wrapper module for wsd system #38

It would be nice to have a wrapper module that takes a text as input and 
outputs a list of identified senses.

Wrapper module is created and I added two wrappers for the LinkDatabase sense 
inventory.

The failed builds in the laast few days are due to missing license files (the 
last one was the hidden file '.license-header.txt').
