[SDKPLUGIN-12] Force retag image if not rebuilt #57

When an image doesn't need rebuild, seems the build process reuses the last valid tag. Thus some images are referenced from master builds but have a branch tag. eg. release 1.60.0 Rstudio #.4.2 or Nifi ...
