Fill with the background label #442

It's currently impossible to fill with the background label, partly because the background can not be selected.

It would be nice to treat the background label just like any other.

Seems this is related to https://github.com/saalfeldlab/paintera/issues/347#issuecomment-546555438, since it would require selection of the background label.
