add submission instructions #4

otherwise we don't have any submission instructions - or should these only be in edX ...?

Up to you guys. If others are using these like me, that is outside edX, the homework numbering and/or submission requirements might be different. I know this semester I haven't used the autograders because they weren't vetted for the updated homework yet. Once they are, I might use them, but I still don't like being tied to the SPOC just to use the graders.

I don't mind forking the repo and changing the instructions and giving my own students my own link, but if GitHub stayed generic or at least mentioned the possibility of other submission instructions, that would keep them more flexible. But I might be the only one with this work flow. Either way!

thanks @mverdicchio I think I'll merge now and we can change later if necessary - trying to lock down the moving parts before the hw goes live in the MOOC
