Use standard i18n #6

Hi Richie,

i moved the project back to standard i18n as the other tool is unmaintained and using the stock visual studio stuff reduces the barrier.

I introduced a proper string for the stuff I did with #2 .

Adjusted on string to make it clear if a package parameter or project parameter is added at the moment.
