I added a note in original issue

Since lockup repo does not use Bulloak yet, we can just add it to this repo instead of reusable-workflow. Once lockup repo has been refactored to use bulloak, we can add it to reusable-workflow repo.

Its difficult to test it without adding it first here, thats why I added it in this repo.

I'd suggest to keep it here and move it to reusable workflow when we end up refactoring lockup contracts using bulloak. If something breaks up, we can quickly fix it here.
