Feat: add validity endpoint #16

In order to achieve the first task specified in https://github.com/sablier-labs/v2-interfaces/issues/640 we need to add specific endpoint that has the responsibility to check if the cid provided by the user exist and if the content at that specific cid has a correct format. This pr aims to add to the api this functionality.
